CELDT Proficiency Standards
CELDT | ELAC | DELAC
We believe that an ELL Program is an integral component of secondary education. All LEP (Limited English Proficient) and NES (Non-English Speaking) students will be provided with an instructional program based on their language acquisition. Students are given the opportunity to develop their English language skills in a meaningful, non-threatening environment. Students are provided access to the core curriculum through sheltered classes.
Students in the ELL Program will:

Develop oral communication skills.

Learn reading and writing skills.

Understand and identify receptive vocabulary words and phrases.

Work cooperatively in small groups

Develop critical thinking and problem-solving skills.

Learn all skills necessary for passing the district required proficiency tests.

CALIFORNIA ENGLISH LANGUAGE DEVELOPMENT
TEST PROFICIENCY STANDARDS
Beginning
Students performing at this level of English language proficiency may demonstrate little or no receptive or productive English skills. They may be able to respond to some communication tasks.
Early Intermediate
Students performing at this level of English language proficiency start to respond with increasing ease to more varied communication tasks.
Intermediate
Students performing at this level of English language proficiency begin to tailor the English language skills they have been taught to meet their immediate communication and learning needs.
Early Advanced
Students performing at this level of English language proficiency begin to combine the elements of the English language in complex, cognitively demanding situations and are able to use English as a means for learning in other academic areas.
Advanced
Students performing at this level of English language proficiency communicate effectively with various audiences on a wide range of familiar and new topics to meet social and academic demands. In order to attain the English proficiency level of their neative English-speaking peers, further linguistic enhancement and refinement are necessary.
CELDT
California English Language Development Test
The California English Language Development Test is given to all students who speak a language other than English when they enter the California public school system. It is given annually to all students who are designated NES (Non-English Speaking) or LEP (Limited English Proficient) to measure their progress and is one of several measures used to determine when a student becomes FEP (Fluent English Proficient). This tool tests students listening, speaking, reading and writing skills.
ELAC
English Language Advisory Council
The English Language Advisory Council is made up of parents of second language learners at Simi Valley High School. It meets to advise the staff of their needs and concerns. Meetings also inform parents of school policies and events, and work to familiarize parents with the school setting and staff.
DELAC
District English Language Advisory Council
The District English Language Advisory Council meets four times during the school year at the District Office. This group is made up of representatives from all schools with second language learner programs. It serves to pass on information regarding district and state policies, programs, and concerns.
